Police in Chippewa Falls, Wisconsin arrested a man and charged him for the fourth time with OWI. Officer Scott Schoenwtter also found something else very strange about the vehicle the man was operating. Seems the man had made fake license plates for the car made out of cardboard beer cases. Police Chief Matt Kelm says Nicholas Layton was arrested for a fourth OWI offense and bail jumping. Officers noted the plates did not match the vehicle. Officers found the fake plates were carefully hand-painted onto the back of a cardboard Hamms beer case.
