What started as a happy marriage proposal on Tuesday is proving to be costly for a group in Florida. Officials have fined ten people after David Torres dumped over 50 balloons into the Biscayne Bay. The balloons were decorations on a yacht for a marriage proposal. David is facing up to $10,000 worth of fines on his own and a charge of reckless disregard for the environment and marine life. The rest of the group – the yacht owner, charter company, event planner, and workers involved in planning the event – are facing a total of about $23,000 in fines. Groom Tom Rivas maintains he had no idea what was going on outside the boat at the time David was seen dumping the balloons. In a statement, Miami-Dade Police Interim Director George A. Perez says, ”I am extremely proud of our illegal dumping unit for their thorough investigation and swift conclusion to this case.”
