State Police in Elk County, Pennsylvania stopped a vehicle around 10:45 pm for a ‘standard traffic stop’ on Route 219, but it turned out to be anything but standard. After pulling the Ford F-150 over for committing multiple traffic violations, troopers discovered 60-year-old Russell Mowrey behind the wheel naked. Russell was taken to jail and agreed to a legal blood draw, and charges are currently pending while they wait for the toxicology report.
