The Winchester-Frederick County Metropolitan Planning Organization (WInFred MPO) is studying the feasibility of offering and improving public transportation within the MPO area, which includes the City of Winchester, the Town of Stephens City, and nearby areas of Frederick County.

A survey has been made available to help the WinFred MPO learn what public transportation priorities are most important for area residents. The survey is accessible through the following links and QR codes. Surveys are available in English and in Spanish. Visit for more information on the study.

For those without computer access, paper copies of the survey have been placed at several locations around the region. The locations include:

Northern Shenandoah Valley Regional Commission, 400 Kendrick Lane, Suite E, Front Royal, VA

Frederick County Planning Department, 107 N. Kent Street, Winchester, VA

City of Winchester Planning, 15 North Cameron Street, Winchester, VA

Town of Stephens City, 1033 Locust Street, Stephens City, VA

This survey is part of the data collection effort for a Transit Feasibility Study that is currently underway in the MPO area. The purpose of the study is to develop potential public service strategies that could be implemented in the region.

A draft of the Transit Feasibility Study is scheduled to be completed by early 2024.
